Subject:
City of Westminster 2022 Community Survey

Prepared By:

Theresa L. Booco, Policy and Budget Coordinator

Chris M. Lindsey, Assistant City Manager

Summary Statement:

This report is for City Council information only and requires no action by City Council.
Background Information:

At the March 7, 2022, Study Session, Staff provided City Council with an updated draft of the City of Westminster 2022 Community Survey. City Council provided additional feedback and direction on the survey. The discussion regarding the details of City Council's revisions upon which a majority of City Council agreed upon can be found on the City's webcast for the March 7, 2022 Study Session starting at 3:29:23.

Per City Council's direction, Staff and the City's survey Consultant, ETC Institute (ETC), have made these revisions. A redlined version with the revisions is included as Attachment A, and the final version of the survey is included as Attachment B.

With respect to Attachment A, please note some survey sections were relocated at the direction of City Council, and other survey sections were moved in order to keep the survey length at seven pages, as originally designed. In some cases, items were also moved within their sections. Due to the number of changes as well as the need to move sections around, in order to make it easier to see the changes, Attachment A reflects additions and revisions to the survey, and items that were deleted from the survey are listed below:

DELETIONS:

Overall Satisfaction with Major City Services

DELETED - Overall quality of public schools in the City

Public Safety Services

DELETED - Fire education programs in your community

DELETED - Fire inspection programs in your community

DELETED - Police safety education programs

ENTIRE SECTION BELOW WAS DELETED

What impact, if any, do you think each of the following have on the overall quality of life in Westminster:

     Residential growth in Westminster

     Commercial growth in Westminster

Density (e.g., less space between buildings, more multi-story buildings)

Diversity, Equity and Inclusion

DELETED - The City equitably addresses social, economic, and racial equity differences in education

Open-ended question

DELETED - What do you think is the single most important thing the City of Westminster could do to improve the quality of life for its community members?

Staff and ETC will now proceed with conducting the 2022 Community Survey. Upon conclusion of the survey and the survey analysis process, Staff and ETC will bring the results of the survey back to City Council.

Conducting the 2022 Community Survey and using information obtained from the survey as a planning and budgeting tool that will help guide policy direction and assist with operational decision-making supports all of the City's Strategic Plan goals: Foster and maintain a beautiful, desirable, safe, and environmentally responsible City; Cultivate a thriving, inclusive, and engaged community through access to opportunity and a resilient and diverse economy; Provide visionary, effective, and collaborative government; and Advance the City's long-term sustainability to provide ongoing excellence in City services and a well-planned community that meets the needs of residents now and in the future.

Respectfully submitted,

Jody L. Andrews
Interim City Manager
